Abstract: Improved management of nitrogen fertilizer is an essential transformation needed in modern agricultural systems, in order to protect clean drinking water and reduce greenhouse gas emissions. This requires innovation and change by governing institutions managing shared resources and among individual farmers on their private lands. My research aims to provide better understandings of California’s policy approach to nitrogen management and the key drivers and barriers influencing farmer behavior change.
