Collaborative governance purports to engage diverse stakeholders in a participatory, consensus-oriented process to improve the effectiveness and equity of environmental management. The extent to which this occurs in practice, however, is subject to much debate. My dissertation uses the case of California’s Sustainable Groundwater Management Act (SGMA) to explore the challenges and opportunities of the approach for environmental justice and the human right to water (AB 685).
