Bio

Jason Emmons holds a B.S. in Hydrology and an M.S. in Hydrologic Sciences from UC Davis. After earning his degrees he served in the Peace Corps and began work for the US Army Corps of Engineers (USACE) upon returning, now serving as the USACE San Francisco District’s Regional Technical Specialist for Air Quality Compliance. He founded and leads the National Air Quality Analysis Community of Practice for USACE and represents USACE on several intergovernmental working groups for blue carbon, carbon dioxide reduction, and Clean Air Act rule making efforts.

Jason’s research focuses on how USACE delivers civil works projects in order to reduce emissions including usage of electrified construction equipment in dredging, emissions tradeoffs from hydropower generation using forecast informed reservoir operations rules, and environmental policy changes for carrying out the Clean Air Act and National Environmental Policy Act in order to ensure better environmental outcomes.
